Today

Loma Vista today

Loma Vista is the City of Clovis's plan for turning about 3,300 acres of southeast farmland into neighborhoods, parks, trails and a village center. By mid-2022 more than 6,400 single-family homes were built or permitted, and in September 2026 GV Wire reported that the area had passed the city's required 70% buildout. The city is now finishing Loma Vista while it opens Heritage Grove in the northwest.

The village center is taking shape. The Village Green opened on July 13, 2024, and plans reported in 2022 call for higher-density housing, mixed-use buildings, 3-story apartments and public facilities such as a post office and library around it; check with the city on timing. Clovis Unified's Terry P. Bradley Educational Center, home to Clovis South High, opened in 2025 just south of the plan area.

Shopping arrived in 2024. By July 2025 the first phase of the Loma Vista Marketplace had 14 businesses open for about a year, with about 95% of its 130,000 leasable square feet tentatively spoken for. Tractor Supply opened in fall 2025 and Grocery Outlet on August 13, 2026.

Loma Vista Marketplace, the new center at Shaw and Leonard

The most-covered addition to Loma Vista in recent years is its shopping center at the southwest corner of Shaw and Leonard avenues, at about 3620 to 3770 Shaw Ave. Open tenants include Grocery Outlet, Tractor Supply, Chipotle, Dutch Bros, Jersey Mike's, Me-n-Ed's, Menchie's and the UPS Store.

The city amended the center's plan in November 2024. It covers 23 acres and allows up to 275,000 square feet at full buildout, about twice the first phase, so more space can follow.

Homes

What the homes are like

Lots

The plan allows anything from 2-acre lots to 43 homes per acre. Most homes are detached single-family houses on suburban lots, with some apartments, such as the 215 units Wilson Homes was building at Ashlan and Locan in 2022. Home Place lots will run 3,000 to 13,000 sq ft.

Age and style

Homes in the planned neighborhoods date from the 2000s to today; before the 2003 plan this was farmland and rural homesites. The plan's design theme is Craftsman.

Builders

Lennar's Corinthalyn, at Highland and Ashlan, shows as sold out with new homesites "coming soon." De Young Properties built EnVision, The Highlands and Trailside, now listed as past communities, and Bonadelle and Lennar homes came up as resales in 2024 and 2025. Home Place, approved in 2022 for 1,174 single-family lots between Leonard and Thompson, has no confirmed builder or start date yet.

HOA and taxes

HOA dues and Mello-Roos or other special taxes vary by tract; none is documented for Loma Vista as a whole. Check each listing.

City or county

Parcels annex into Clovis as they develop, so some may still be county land. Inside the city, Measure Y (a 1% city sales tax, since April 1, 2025) applies, and GV Wire reported in September 2026 that city water rates will rise 60% over 3 years.

Location

Getting around, and schools

Freeways

Shaw Avenue runs east and west through the plan area, and Locan, DeWolf, Leonard, Highland, Thompson and McCall run north and south. The nearest Highway 168 interchanges are Temperance Avenue (exit 9) and Fowler Avenue (exit 8), to the northwest; Shaw Avenue runs west to the Shaw interchange (exit 4) toward Fresno.

Distances

In a straight line from the middle of the plan area: Old Town Clovis about 4 miles, Fresno Yosemite International Airport about 5 miles, central Fresno about 8.2 miles and Shaver Lake about 27 miles. Driving distances are longer.

Shopping

The Loma Vista Marketplace at Shaw and Leonard covers groceries, farm supply and quick dining. More restaurants and stores line Shaw Avenue toward Old Town.

Schools

The school district depends on the address. Clovis Unified runs the Reagan Educational Center inside the plan area (Clovis East High, Reyburn Intermediate and Reagan Elementary) and the Terry P. Bradley Educational Center to the south. But Lennar's page for Corinthalyn, at Highland and Ashlan, lists Sanger Unified schools. For any home here, check the address with both Clovis Unified (boundary lookup) and Sanger Unified. See our Clovis Unified guide. Boundaries change, so confirm any address with the district.

History

From farmland to a planned district, since 2003

Before Loma Vista, this was farmland mixed with rural homesites, split into more than 300 legal parcels. Clovis's 1993 General Plan named 3 future "urban centers" in the northwest, northeast and southeast, and the southeast one, first called the Southeast Urban Center, was the first to get a detailed plan.

The City Council adopted the Loma Vista Specific Plan on March 3, 2003. Its core is 4 master-planned districts: Community Center South, built around a village green; Community Center North, linked to it by a planned underpass beneath Shaw Avenue; Gettysburg/Ashlan, designed around an amenity such as a park or lake; and the Eastern Village, with a 182-acre business campus. The village green arrived 21 years later, in 2024.

  1. 1993Clovis's General Plan creates 3 "urban centers," including the southeast one.
  2. 1999Clovis East High opens, before the plan, at what becomes the Reagan Educational Center.

Stories from the plan area

  • The first park of its kind

City officials called the Village Green the first park of its kind in Clovis. The idea dates to the 2003 plan; construction started in 2022.

  • A creek down the middle

Dog Creek runs north to south through the middle of the plan area into Redbank Creek. With the Gould, Jefferson and Enterprise canals, it forms the backbone of Loma Vista's trail system.

  • A farm on a school campus

The 145-acre Reagan Educational Center includes a working agricultural farm for students.

  • Hill and view on flat ground

In Spanish, "loma" means hill and "vista" means view. The plan doesn't explain the choice and describes the land as mostly level.
